Quarterly Member Meetings meet the requirement of holding Membership Meetings as prescribed in Article III of the TWU Local 320 Bylaws. All Officers, Regional Representatives, and Station Chairs for their region must be present for these meetings. Member participation and comment on agenda items is strongly encouraged throughout. Quarterly financial review and approval, motions to introduce and pass Local resolutions, motions to introduce and pass or amend Local working rules or spending policies, and similar agenda items can only occur during Quarterly Membership Meetings.
Any member of Local 320, in good standing, is free to attend any meeting throughout the jurisdiction of the Local. Membership meetings shall be held in each of the Local 320 cities represented at least quarterly, unless changed for legitimate reasons by the decision of the Executive Board.
Members interested in participating in public comment should contact their Regional Rep one week prior to the meeting, so that Officers may be able to prepare to answer questions and limit overlap of topics.
Members who plan to propose Amendment changes may be asked to participate in all the meetings that day. The Local shall work with that member’s supervisor to coordinate release time (UBC) if necessary.
The Regional Executive Board Member or Station Chair shall be the Chairperson of Membership meetings.
The Secretary-Treasurer shall present any financial reports for approval
The meeting Chairpersons shall maintain the official roster of attendees via a rollcall and submit an electronic list of said attendees to the Local’s Recording Secretary-Treasurer within ten (10) calendar days of the meeting's conclusion.
Elected Officers shall attend quarterly meetings unless absence is approved in advance by the Executive Board or the Executive Board accepts and approves the reason for their absence within thirty (30) calendar days of the missed meeting. This excused absence request must be submitted to the Executive Board in writing. Handwritten or electronic correspondence to the Recording Secretary-Treasury of the Local requesting to be excused will be accepted.
Given the unique nature of Local 320’s membership composition (i.e., nationwide, in many different cities across all time zones), members may attend membership meetings virtually over secured video conferencing platforms that have been adopted for use by the Local’s Executive Board. This provision shall be implemented on a “pilot” basis and Local 320’s Executive Board shall determine whether this virtual meeting platform serves the purposes for which this provision is adopted.
No member under the influence of intoxicants, nor any member not in good standing, shall be admitted to any meeting of the Local Union.
